It is one of the most common questions we get at Matchless Adventures: "Do I actually need a boating license to rent a boat in Muskoka?" The answer is yes — but it is simpler to get than you might think. Here is everything you need to know before heading out on the water.

The Pleasure Craft Operator Card (PCOC)

In Canada, anyone who operates a motorized pleasure craft is required to carry proof of competency on board. This is the Pleasure Craft Operator Card, commonly called the PCOC or boating license. It is a federal requirement that applies across all of Ontario, including Lake Muskoka, Lake Joseph, Lake Rosseau, and every other lake in the Muskoka region. There is no age exemption — if you are driving a motorized boat, you need the card.

How Do You Get One?

The PCOC is obtained by passing a written test administered by Transport Canada-approved providers. The most popular option is the online course and exam at BOATsmart or BoaterExam.ca. The course takes two to four hours to complete, you can do it from your phone or laptop, and the card arrives in the mail within a few weeks. A temporary operating card is issued immediately upon passing so you can get out on the water right away.

What About Passengers?

Only the person operating the boat needs the PCOC. Passengers are not required to have any certification. However, only one person can be the designated operator at any given time, and that person must have their card with them on the water — not at the cottage.

Age Rules for Younger Operators

There are age restrictions that affect which boats younger people can legally operate in Ontario. Children under 12 may not operate a motorized vessel of any horsepower without direct supervision from someone 16 or older. Young people aged 12 to 15 may operate a boat up to 40 HP on their own, provided they hold a valid PCOC. Anyone 16 and older can operate any pleasure craft with the proper card. These rules apply to all motorized vessels including Sea-Doos.

Sea-Doos and Personal Watercraft

The rules for Sea-Doos and other personal watercraft (PWC) are the same as for any motorized boat — a valid PCOC is required. However, there is an additional restriction: no one under the age of 16 may operate a personal watercraft in Ontario under any circumstances, regardless of supervision.
